Does anyone think paying off a gang member in the U.S. to not be a gang member is the way to stop a gang-war?? Wouldn’t people just learn to threaten a gang war?? Paying them off is utterly pointless.. Okay there may be a civil war. We know war is chaos but he knows this for sure huh?… if we didn’t give 30? million a month I mean..
